This is Samuel. A traffic light is a state owned and operated piece of equipment. And so if you need a change in the light, you need to seek it from your State Elected Officials and not your city Council elected officials. Your state elected officials can get it done for you. However, if it not really an issue that would go on "referendum" to a ballot for all to vote on.
