I have a tenant on the housing program in our rental property. She has two leases (one was for the housing authority and one was for her portion) and when we went to court, the judge told us that one of the leases wasn't valid. We need her out and I don't know what to do.

The judge viewed the second lease as secondary, and for any rental there can only be 1 lease, usually the HUD approved lease. You will have to proceed with the first lease, the judge already decided that the first lease is valid. At this point you will need to hire an attorney to make the legal argument in court for eviction.
