I have tenants that vacated on May 31, 2016. Their lease is

I have tenants that vacated on May 31, 2016. Their lease is not expired until June 30, 2016. They came back at 12:15 am and told me if I didn't give them their non-refundable deposit back by noon today they would call police and have the new tenant arrested tomorrow. I do have a new tenant moving in June 1, 2016. Can they do this?

No they cannot legally blackmail you to recover their deposit.

I also do not think the police would do anything as this is clearly a civil matter not criminal.
