Is it appropriate to have monthly HOA meetings in a HOA members house or should it be in a public place to allow participation by other neighbors in the community?

If the meeting is open to all members of the association, then the location really isn't an issue. However, if the meeting is closed to the members of the community, then the members would have an objection to the location.
