A person wants to purchase a home . The only request

A person wants to purchase a home for cash. The only request this person asked to
do was fix the stairs going to the deck and remove the pool and hot tub.
Question: the seller gave the pool and hot tub away, because the seller could not
sell the items in time. The buyer wanted to close in 30 days. The inspection report
were minor to fix. The buyer declined to purchase the house, she has done this
to 2 other sellers
The seller was all packed to move in time.....can the buyer decline?
