You would file an addendum to the trust, which is a written, signed and notarized document naming any new trustees or new contingent trustees and you attach that to the trust document. If the trustees do not exist and are named in the trust, even if not removed, it is a moot point since they do not exist, but the easiest way to modify is an addendum to the trust.
