A lien does not preclude a judgment creditor from seizing a vehicleThe judgment creditor would pay off the lienholder, as that takes priority (it is secured); with the remaining proceeds from sale going to the judgment creditor. FL has personal property exemptions of $4,000 per person, and $1,000 per vehicle.
