Is it legal to restrict number of common area keys issued to owners I.e. two keys when there are three people in dwelling?

Is there a restriction in the bylaws regarding how many keys each unit may get?

It states two will given. It does not specifically restrict having or asking for more

Our keys are the large (Greco?) not-to-be-duplicated printed on them keys.

If it is not in the bylaws them it is discretionary, but not required that they provide more than two. Tell them you will pay for an extra key, but if they refuse there is not much else you can do short of amending the bylaws.
