My house is adjacent to a common area in a sub-division.

Hello, my house is adjacent to a common area in a sub-division. There is a runoff area within the common area. I was told the HOA is responsible for the maintenance of the runoff area (example: cutting the weeps out so when it rains the water is go out quicker). Is there a law that states that HOA is responsible?
