Customer Question

In Connecticut can a husband refinance the home without the wife's signature if she is on the Deed?
If the Bank offers him $10,000 for Relocation and Release of the Mortgage and he hasn't lived in the home for 4 years and the wife has, shouldn't the bank be offering her Relocation money?
Why is the bank so interested in a small $70,000 house that is upside down with a refinance amount of $136,000. Is it because they should have never approved it in the first place? Is it considered Predatory Lending?
Thank you
