docks were built years ago never deeded, new president of hoa is rewiting bylaws to say they belong to the condos that built them.

No, the HOA owns the docks if they are on common area, and if they want to deed them to individuals, then they need to compensate the other owners who are not getting titlle to the docks. My conclusion is that they are owned by the HOA and cannot be taken away from common use of all owners.
