Electrical - City of Los Angeles. Can a handyman install a plug in switch without a permit extending the power from another existing power line or switch?

Under the CA law, a licensed electrician is necessary for most work done to electrical systems. However, a handyman may fixing minor things like replacing a light fixture or an existing switch or replacing a switch with a plug/switch does not fall into this category, only adding circuits, doing anything in a panel, or upgrading services does. So if they are replacing a switch with a new plug, that can be done by a handyman. If they are installing a new plug off of the switch, it is supposed to be done by an electrician.
