What are the rules a deposit to rent. Rental was cancelled

What are the rules for returning a deposit to rent. Rental was cancelled in Oct. and property was rented Jan - Apr, which would give plenty of time to find another renter. There is nothing that states deposit was non-refundable. I though deposits, unless otherwise stated, were refundable but fees were not. Can you clarify or refer me to the law that addresses this?

Do you mean that the landlord and the tenant agreed to void out the lease before it was supposed to actually start?

Or did the tenant break the lease and move out?

Was the rental cancelled in Oct of 2014 and the landlord then rented to someone else in Jan 2015?
