In allegheny county are landlords responsible for water sewage and garbage? If the utility is in their name not the tenants are they responsible for the bill? And can they charge the tenant for the bill?

It is legally required that the landlord make utility services available to the tenant. However, it is between the landlord and tenant to agree how those services are paid. It can be paid directly to the utility, reimbursed to the landlord or included in the rent. It all depends on the agreement made between the landlord and tenant.
