Was the homeowner's association in place when you bought the property? If not, did you voluntarily join after you bought the property? Why are they imposing assessments if there are no areas of common interest? What do the association documents say about where that money is going?
If you're in an area that snows, and they're charging for snow removal, that would be allowed. Assuming you joined voluntarily. Or they could charge for landscaping any areas in the neighborhood that had median strips in the road or something like that. But if there are no shared spaces at all, and they're not shoveling snow for you, I'm not clear on why they'd need to charge fees.
