If the landlord has acted to cure the problems and make all the repairs, then the property would be habitable again and that wouldn't give you grounds to withhold. Rent withholding is a legal method to force the landlord to make repairs by holding the rent hostage until he does so.

But if he has fixed everything, or virtually everything, then you can't withhold rent or you are the one in breach and could end up getting evicted.
