If there was a date in the contract by which the job was to be completed and the builder failed to meet that deadline, then the builder may be considered to have breached the contract. If so, then you can get refund of any monies that relate to the cost of finishing the job through another builder assuming you paid the whole purchase price to the first builder upfront.
In other words, you would still need to compensate the first builder in a fair amount for the work he has already completed.
