Can a Stillwater Twp. NJ resident stop a new parking ordnance from being voted on 9 15 15
should this resident have been knotified that this parking ordnance was beening brought up for a vote to prohibit parking on both sides of the property

Most ordinances require only publication of notice prior to passage. You would not be entitled to individual notice by mail. Here is the NJ Administrative Law Code, which is extensive. Parking requirements are covered beginning at page 48. http://www.state.nj.us/dca/divisions/codes/codreg/pdf_regs/njac_5_21.pdf
