Customer Question

Hi, I have a condo in SC that is part of an HOA. The HOA continues to fine me over vague noise complaints against my tenants, such as loud noises sounding like laughing and partying and saying "hey" at 3 am. There are no police reports. All complaints are hearsay. I appealed to the board and never received a response. Is my only option going to court? Should I pay the fine and then challenge it? Or not pay? Will they have to prove the noise violations in court?
