At what point can you determine that your neighbors usage of

At what point can you determine that your neighbors usage of their groundwater wells is adversely affecting your water and force the neighbor to mitigate? Specifically, the neighboring golf course takes over 2.5mm gallons of groundwater during April/May/June for irrigation. This is a documented fact based on an FEIS for a new project they are planning.) During this time, our well yield has dropped from 18 gallons per minute to less than 2 gallons per minute.
