I complained to our county officials about cleaning up a rundown property next door to me the property owner said if I called the county again he would have my house burned down can I file any charges against him ?

You probably can't file charges, but you can certainly report the threat to both the police and fire chief. They will let him know that if anything like that happens, he will be the first person they look to arrest for it.
