If you do not pay and he gets the lien, to do anything with that lien he would then have to file suit against you to foreclose on the lien to enforce the lien.
You can go to small claims court against him for breach of contract if he has failed to perform properly on the contract and you can seek your damages
that you can prove against the contractor
and that would be your best avenue if the amount of damages are less than $5000.
