Can I require that each individual qualify for the full rental amount in the event that two of more people have submitted an application for our rental property in Fairfax County in Virginia? I know that was acceptable in Maryland.
Optional Information: State/Country relating to question: Virginia Already Tried: We have had problems before when multiple individuals rent. One moves another is put in without qualifying. Too many cars bring neighborhood and HOA complaints. It becomes impossible to establish who may be responsible for what damage. It also becomes impossible to collect on balances owed.

Good morning. Not only is this legal, it is what a landlord should require. As a landlord, you would want all parties to the lease to be jointly and severally liable, which means each party is responsible for 100% of the rent. As such, the landlord also wants to make sure each tenant qualifies financially for the entire rent. Any issues about each tenant's share needs to be dealt with among the co-tenants and should not be the landlord's problem.
