There are two ways under Texas law to obtain a title for the vehicle.
The first is under the Texas Bonded Title law, which applies where you have current and lawful ownership, but do not have access to the original title because the previous owner cannot be found.

The second is where you have a lien on the vehicle by virtue of a service provided to the vehicle owner (e.g. mechanic or storage).
In this case, you can file your lien on the vehicle and sue to foreclose the lien. This is a summary process that does not take a significant amount of time relative to typical litigation. The forms and instructions are readily available online by "googling" the phrase "texas vehicle lien for storage"
