I am wanting to know if it is law or regulation whether an apartment unit should be painted before they rent to new tenant. Because I was under the understanding that after every move out the apartment underwent complete clean-up not cover up walls were spotted not completely painted

There is no law that requires this. It is completely up to the landlord. You're right that the unit should be cleaned, but this doesn't include a paint job.
