If there is no HOA in a subdivision in Tennessee how many home owner's does it take to form one? What if the folks trying to form one are only inviting people they know agree with them to a meeting?

If the HOA is being formed after the houses are sold, you can't force the association or rules on unwilling members. To establish a HOA for a neighborhood, you'd have to get every resident's agreement.
