If my apartment is infested with roaches can I break my lease without giving the 30 day notice. The terms of my lease call for a significant payment even with the 30day notice. I have proof of the infestation.

Many leases do not permit you to break them at all, not even with notice. while you could seek landlord consent or court order, the quickest route, after asking landlord to consent, is to give the notice and leave. The court is likely to give the landlord a chance to cure the problem.
