This is a common problem on the Toshiba TV. It is caused by a problem with the hyper board. Replacement requires a major disassembly of the TV. Not a DIY project. You can expect the repairs to be in the ballpark of $400 in most areas. Sorry I could not tell you there was a button that you could push to get rid of the problem. The good news is after February of 2009 no non HDTV signals will be allowed so the problem will be not be there after that date, if you can bear with the problem until then.
