Yes turning off the surge protector will do the same thing as unplugging the TV. If the TV works with the old lamp but not the new lamp this would be a very good indication that the new lamp is defective. I would send the lamp back. Please explain the picture is degraded somewhat in a little more detail. The model number of you TV will be needed.
If the TV is working with the old lamp now;
There is no service remote that must be used. The instructions in the manual are all that should be needed to install a new lamp.

The replacement lamp is most likely made in China and we all are aware of their lack of quality control. From the problem you are having I do not believe the lamp is the problem. When the projection lamp wears out, the. screen goes dark all over. Is the set possibly still in warranty?
