Some further info please. How were you fired for cheating on a test that had not been given? Who discovered this and how? Did you have a copy of it ahead of time?
Were you a recruit attending the police academy? Being paid for that? Member of a union yet?

Yes I was a recruit at the time and we take test and then are given retest to correct our wrong answers. I foolishly wrote the answers on my desk and I believe an instructor saw me. They brought me in for and interview and then informed me that I needed to return my equiptment tomorrow morning. I didn't know if I had a case for wrongful termination because I had not taken the test yet.

I don't thnk you have a case. The termination was not wrongful when you wrote the answers on your desk!
