My dogs front left leg has been swollen for a while and today I noticed it looks like his shoulder bone is maybe sticking up/out please tell what this may be and how costly it can be to be treated

If he has been in pain with the leg swelling he has probably not been using that leg much resulting in a loss of muscle over the shoulder area.
The front leg swelling could be due to infection, a problem with the lymphatic system or an issue with a tumor perhaps even a bone tumor.
I'd get him in to see the vet for an exam and then decide if testing is needed for further diagnosis.
You can ask the vet about the costs of anything they want to do. Call ahead and ask what the exam/office visit fee is. Fees vary so widely vet to vet and area to area it can be hard to say what costs will be. I know here for an exam its running 35-45 dollars and x-rays may be 50-150 dollars - so it all depends on the vet or the area.
