What color are the secretions from the nose? How much does she weigh and how much benadryl do you use?
Do you mean that she's snorting? If so, you might be hearing a reverse sneeze. They are pretty common and have the same cause as a regualar sneeze. But instead of sneezing out, they suck in. It's pretty common in toy dogs.
The only other way to truly clear congestion is to use pediatric nasal saline drops and a humidifier.
If this doesn't start to clear up, I would really want to see the vet to be sure there's not a foreign body stuck in the nose.
