The most likely cause of this in cat his age is an abscessed tooth. Sitting oer the water bowl and not drinking is a sympton of dehydration.
The et should hae given him subQ fluids which hydrate for 30 hours.
There is a lot you can do at home for your boy.
If your cat is not diabetic begin by giving him two droppers (cc size) of unflavored pedialyte every ten minutes for an hour. Next water down(plain water) canned cat food or baby food chicken or turkey with no onion or garlic and give only one dropper every ten minutes for another hour. Wait two hours and repeat both. When he feels hydrated he will lick up the gruel on his own.
You can use tuna water or milk to hydrate as well.
Boil chicken or fish as the scent of food cooking awakens the appetite sensor in the brain.

You must be in the UK where pedialyte is lectade. See if your boy will drink tuna water. If not give him droppers of lectade straight away.
Make sure he is able to urinate and not blocked.
The antibiotics can take two doses to make him feel better. You must support his hydration til he starts eating,

is he able to potty normally?
did the vet give him any subQ fluids.

I really dont like the leg swelling like that. Is there a vet open now that could see him?
was he checked for high blood pressure and diabetes?

are his gums pale?
what have you given him by mouth today?
does the leg feel hot or cold?

The coldness of the leg may indicate a blood clot. Dont stress him with any more fluids.Just get him to a vet the second they open
You can give in a half a baby aspirin just in case of a clot.

Please dont give up.He is in hospital now.Tell them tom check for toxoplasmosis,Lymes disease, saddle thrombosis, etc.
He may have injured himself or be very dehydrated.
They should give him antibiotics and a steroid.
