Do you have a receipt, or cancelled check showing the lien being paid? If so, I would contact (preferably in person) the department where the lien was paid and find out what else is needed to remove it. Sometimes government departments are not the most efficient in keeping records current. If you go there in person, you might be able to get things resolved in a more expedient manner. If you can't go there, sometimes a phone call or two the the right person might get things done. Be sure to keep a record of your calls, who you spoke to and what was said. It might come in handy later. Let me know if this doesn't work. Good luck!
