Good morning,
This is usually caused by a definiciency in the amino acid tyrosine. This can be caused by weather, thryroid, liver or kidney issues, all of which can be very treatable. Since he is an older cat, I would have his thryroid checked first, particularly if the fur is greasy, matting or has changed texture.
