Dear XXXXX,
You have to be accepted into a school as a foreing student. This requies payment upfront of one years tuition and fees. The school processes an I-20 form which when approved, allows you to return to a third party country or your homeland and apply for the F visa at a U.S. embassy.
It is best to do this before your I-94 expires.
Note: It is not the visa that authorizes you to be in the United States. The visa is merely permission to seek entry into the U.S. When you come in, the agents at the boarder authorize you to enter and indicate the status of your entry and the length of time you can remain here on the form I-94. so no matter how long your visa is good for, you must leave by the time your I-94 expires or change status, or request an extension.
