There are parts of in the circuitry of the set that produce high voltage. When the regulating circuits that control these go bad it can cause the voltage to become high enough to make the electric arch. Most likely you do not have a short that is causing this problem. Your TV is very close to it's experted service life. Once repaired other parts can fail at any time. Your TV now has what is similar to lightning inside. THe popping is the electric discharging to other parts inside the set. If you were to open the set wile it was connected you could be subjected to this voltage. Even with the set turned off the voltage can be stored for a long time can be a source of harmful electric shock to a unqualified person trying to repair the TV.
