I know the peroxide reacts with bacteria and organic substances and the like but does a freshly washed cloth still contain bacteria is that why it bubbles?

The peroxide will react to most organic substances. I would suspect that some amount of organic material, even if it were fabric softener could make the reaction. I would take a guess that you use fabric softener on your laundry. I just tested two wash cloths. One had been washed and had no fabric softener applied to it. The other had fabric softener applied to it. The one with the fabric softener reacted very well with the peroxide.
