Hi XXXXXXXXXXXXX,
Toyota has a unlimited mile rust warranty on the chassis frames. I'd contact Toyota and ask about it.
Let me know if you need more help.

I'd call Toyota anyways, ask to speak to the district service manager and have it inspected by the DSM. Toyota would cover that I'm sure of it. You'll have to complain and move up from the advisor to the top but I'm pretty sure if you took it past the dealer to Toyota's DSM for your district you'll get results.
Sure,
it happens all the time. It's called goodwill warranty. The dealerships have a small amount of control over stuff that's out of warranty yet the cover it anyway to extend some goodwill to the customer and they hope they get rewarded by the customer continuing to do business at the dealer. Your problem isn't something a dealer can fix however. All the dealerships answer to Toyota as far as warranty is concerned. Toyota hires a district manager to ensure that the dealer doesn't give too much away though because Toyota foots the bill and pays the dealer for warranty repairs. The DSM is who you want to get to. He can make the decision to get it fixed under warranty. I wouldn't mention it came from NY. I'd mention though that you have bought SEVERAL Toyotas in the past and you think they are great, blah, blah then talk about getting a Honda or something next because you can't depend on a Toyota again. Trust me it works. If they don't cover all of it you may get an offer to cover half or something. The key though is getting to the DSM. I wouldn't waste time with anyone else because they have no real power to help you. You might also ask for the Toyota customer service number and call them too.
