Answer
No. The police meter readers use this to allow them to know if a car was in a space the last time they went by. So when there is a two hour limit and they come back three hours after last walk by and you are in same place they know you violated the 2 hour limit even if your meter has not run out because you added more money.

Yes it is supposed to be on the road side of the tire. I did not understand from your first question that the mark was on the side. You should take pictures and document the occurance. Then make the local agency that is doing this aware of the problem. Also note the day and time this happened so they can pin point which person was working on that street so they may tell the correct person(s) to stop doing this.

It is not destruction of property because the chalk washes off. There is no legal recourse against the meter maid.
