Looking up a person by a phone number is possible. You'll need to use a reverse lookup such as AnyWho:

http://www.anywho.com/rl.html

Many cell phones are not available. But if it's a land line it should be.

Email addresses are much harder, as anyone can get a free email address and not put their contact information when registering. There are sites like this one that claim to be able to have records, but I would be skeptical:
