Answer

There is a washer at the other end of the stem from the handle.and it is no longer stopping the water flow. You will have to replace this washer. You will have to remove the stem from the faucet body. Your main water supply will have to be shut off to do this. The stem will be held in by a nut which will need to be removed. Then then the stem can be removed. It screws out backwards, like opening the faucet. On the end of the stem is where the washer should be. Replace the washer with the proper one and reinstall everything. Turn on the main water supply and you will have a working spigot again. Click here for more information.
