It may be that your son just tightened the bolt too tight and it popped. Or there could be another problem with something that uses the belt (AC Compressor, water pump, etc.).
As for getting the broken bolt out, there are tools that are made to remove bolts out of their holes. Basically, you drill a hole in the center of the broken bolt, hammer the removal tool in, and back it out. Any decent auto shop has a set of these (bolts break more often then you might think).
Here is an example of these removal tools.
If your son does not have the appropriate set of tools to do the job, it might be best for him to find a local shop and have the work done there. If he is graced by a friendly shop owner, he could be on his way in a matter of hours.
