Mid 90's BMWs have a common problem with the Blower Resistor Pack. The symptoms are exactly what you're describing.
Basically, the signal from the switch is supposed to pass through the Resistor Pack to be translated to the Blower itself to adjust the speed. When this resistor fails the signal doesn't make it to the blower unless the high signal is provided.
The resistor is an easy fix and should be located between your switch and the blower. Here is a BMW diagram showing what a typical resistor would look like (#2 is the Resistor) to help you find it. The part only costs between $30-40 and simply needs to be replaced.

I've had this problem many times in my shop so I'm pretty confident this is your solution.
