The two main external circuit breakers to my home have 150 AMP service. The wiring from each breaker to the garage panel is 200 AMP. Is this a safety hazard?

It could be a safety hazard! if you have to much power drawn it could constantly throw the breaker. If you have that problem then you might want to consider going to a higher amp on your main breaker!

Iffy response. It was my understanding with only 150 AMPs coming into the home, you then have mor AMPs than you require. I have never had a blackout .
