Ok, let's take a look at this;
I think this is a Nortons problem with the software
Let's start here, Here is a site that you can download the dll file you need
Download here
http://webzila.com/dll/2/NUMISC.zip
Double click on the download to extract it.
After it extracts, hopefully it will place the file where you need it, or tell you further instructions in a read me file.
Reboot to see if problem is resolved, if not let me know and we will try to manually place it where it goes.
