What you are referring to is the Stegosaurids. It was thought that they had a second brain in the base of their tail. It is now believed that it was actually a collection of nerves, which may have controlled the tail and back legs. This wasn't a second brain though, in the same way that you and I think about brains.

Yes, I am sure! You probably remember the two brains thing because paleontologists used to believe it had two brains. The one in the tail was much larger than the one in the head (up to 20 times). But now it is believed that it was simply nerves and fatty tissue.
