she is acting real strange. hostility(she is never hostile towards me), whining, "bipolar" mood swings, more than usual of licking the lower area.

Answer

Unless she's petty far along and you have your vet palpate her belly its kind of hard to tell but from what you described, she's sounds like she may be in heat. Either way, unless you want kittens you should consider having her spayed.
