According to the Utah Department of Agriculture, Crows are considered migratory non-game birds and are are protected by the Migratory Bird Treaty Act. As such, crows may only be controlled without a Federal permit if found “committing or about to commit depredations upon ornamental or shade trees, agriculture crops, livestock, or wildlife, or when concentrated in such numbers and manner to constitute a health hazard or other nuisance.”

States may establish hunting seasons for crows when they can be hunted according to the state regulations. I can find no crow season listed for Utah.
