Welcome to JA

If you can here the motor run but the top is not moving

and its not real cold out below 30

There is either low hydraulic fluid, or a hydraulic cylinder is loosing internal presser and a seal is leaking

I would check the fluid first If fluid is fine then you will need to pull the hydraulic rams off both sides and bring them to a hydraulic repair shop have the internal seals replaced
